PROFILE OF MR. BADAL CHATTERJEE IAS (RETD.)

Mr Badal Chatterjee a Indian Administrative Service officer who is known for his honesty, integrity and hard work. Mr Chatterjee has retired recently on the 28th February 2015. He is an officer of repute and received an overwhelming support from the masses wherever he was posted. He became a household name and received a mass recognition.
Mr Chatterjee had his initial education in St. Anthony's convent St. Joseph's Inter College, Bharat Scout and Guides HS School and Jamuna Christian Inter College Allahabad and received higher education in University of Allahabad. He secured first division and was a merit list holder in Graduation and Post Graduation. He was also the National Scholarship holder. Besides education Mr Chatterjee was also the Color Holder Vice Captain of Allahabad University Hockey team. He is a qualified Class I Hockey Umpire. He was the elected Vice President of Allahabad University Bengali Literary Union. During his service in 1999 he obtained the Degree in Law (LLB) from University of Allahabad in First Division and secured fourth position in the merit list. Besides his educational endeavors in India, he obtained a Post Graduate Diploma in Governance from the Institute of Social Studies, The Hague, The Netherlands. Further, he received training in Management from the Duke University, North Carolina, United States of America (USA)

Improvement in the Medical System for the needy and the Poor
People of Allahabad were very happy when he became the Commissioner of Allahabad Division Allahabad in February 2014. During his short tenure of seven months he made the people of his division realize the immense power and authority of the institution of Divisional Commissioner. He made medical facilities available free of cost to the needy and poor people of the Allahabad Division. He freed the masses from the exploitation of some of the greedy and selfish Medical practioners who inspite of receiving non-practising allowance were neither teaching the medical students nor attending them in the government medical college and were out to disgrace the noble profession and without adhering to the oath of Hippocrates they were siphoning the patients to the private hospitals so that they could flourish on their illegal private practice at the cost of the poor patients. He was successful in freeing the Swarup Rani Medical College from the tentacles of touts and middle men. He provided them medicines free of cost from the government hospitals. He also revealed the illegal practice of selling the medicines at a high rate by the drug owners with the connivance of the doctors, Several surgeons were damaging the surgical instruments in the medical college so that the patients are forced to go to the nursing homes illegally running by them. They were putting pressure on the Senior Residents not to treat the serious patients and divert them to their respective private nursing homes other wise they will fail in their MS Examination. During the drive about 17 private ambulances of the touts who use to coax and carry the patients from medical college premises to the nursing homes were seized. Due to Mr Chatterjee’s untiring efforts the bed occupancy of the medical college which was limited between 25-30% was increased to almost 100%. He floated the idea of purchasing generic cheaper and effective medicines from the market in case of emergency, and eventually was successful in creating a dent in the impregnable fortress of the Drug Racketeers. He ensured the presence of the doctors and teachers in the rural areas by mobile tracking system, which none had ever thought of. He made it compulsory for the doctors of Primary Heath Centres to attend and provide free medicines to the rural folk who earlier were left with no option but to go to the nursing homes of the cities were they were badly exploited. The availability of the teachers increased the attendance of the rural children which resulted in the increase of Mid Day Meal. The government however yielded before the negative stake holders of the society and he was transferred to Lucknow as Commissioner Food Safety and Drug administration UP, but the people of Allahabad and other districts of Allahabad Division did not take the decision of the government as a lying down fact. His transfer sent shock waves throughout the division.. There was a tremendous uproar and public outcry and all sections of people started protesting in the form of dharna, candle march, road blockade, even the members of the ruling party came out on the streets. The Lawyers of Allahabad High Court staged a demonstration at Subhash Crossing in Civil Lines. Banners were set up in various parts of the city as a mark of protest. The natural upsurge continued for five days unabated, the press and the electronic media also decried the action of the government. People have heard about protests to transfer an official on grounds of corruption and non performance but never in the annals of history in India it has ever been heard that masses were raising their voice to stall the transfer of an upright official. The Google has termed his extraordinary work as’ Badal Chatterjee Singham ’( Singham is a hindi film where the officer was upright and was able to bring ‘Good Governance’ despite of many hurdles ) which can be viewed on the Google

Operation Clean Programme at Allahabad
Even when Shri Chatterjee was the Municipal Commissioner of Allahabad he had to face the onslaughts of some selfish rowdy elements because of his “Operation Clean Programme” who attacked his office but the enlightened citizens of Allahabad formed a human chain as a protest against the vandalism in favour of Shri Chatterjee. This was a unique support and the only of its kind in India when people thronged the road of Civil Lines and formed a Human Chain from the Coffee House to the Subhash crossing in support of Shri Chatterjee in **** 2012. Again when the various negative elements of society and especially the politicians for their own selfish interest were successful in getting him transferred from the post of Municipal Commissioner, the intellectuals of Allahabad assembled in the Bishop Johnson Inter College, Allahabad to condemn his transfer. The citizens included Judge of the High Court. Vice Chancellor, Professors and other intellectuals besides octogenarian Ex Minister Late P.D. Tandon who came in a wheelchair to voice the protest

Introducing Good Governance In The Municipal Corporation Office of Kanpur
Even in the city of Kanpur he made his mark felt as a Municipal Commissioner when he was instrumental in ending corruption and bringing ‘Good Governance’, he shunted out a corrupt employee who enjoyed proximity to one of the ministers of the then ruling political party he invited his ire and the government transferred him from the post of Municipal Commissioner. But the employees supported him as their long outstanding salaries had become regular and they realized that this was made possible because of the honest administration of Shri Badal Chatterjee, and they went on strike as a protest which lasted for three days.

Establishment of Rule of Law in the city of Allahabad
When Shri Badal Chatterjee was transferred from the post of Additional District Magistrate City Allahabad to Mirzapur as Chief Development Officer in July 2000 as he was implementing rules and regulation in the city, and making an attempt to establish the rule of law started. It was at Allahabad which was the only city in India where the prices of onion and potato was controlled by him in the year 1999 (because of the price hike the Bhartiya Janta Party government lost in the Assembly Elections in Delhi ).*******. Their was a panic that there is a scarcity of salt the entire State and the people went berserk in purchasing it but from prompt action taken by him brought the matter under control in Allahabad whereas in other Districts of Uttar Pradesh it prevailed for 3-4 Days. He controlled the sound pollution banned the sale of illegal crackers****** and because of his compassion for animals he tired to stop the injecting of Oxytocin on the innocent milching cattles.***9 The good citizens of Allahabad protested in his favour and the Teachers’ Association of the University of Allahabad (known as the Oxford of the east) filed a Public Interest Litigation (PIL) at the High Court of Allahabad. For the then Judges of Allahabad the good work of Shri Badal Chatterjee did not go unnoticed and they gave a stay order in his favour. The next day the Northern India Patrika in its front page carried out the news “Judicial Stamp on People’s wishes''.

Establishment of Criminal Law and ending Jungle Rule in Gorakhpur
In Gorakhpur, as Additional District Magistrate he was able to establish the ‘Criminal Law’ and brought an end to the mussle power regime popularly known as ‘Mafia Raj’. He shattered the economy of a powerful don Mr Virendra Pratap Shahi who had a criminal history of 72 heinous offences. The NewsPaper Rastriya Sahara (Holi Edition) depicted him as the diety Goddess Durga Killing the Demon in the form of a cartoon.

During his tenure as Additional District Magistrate, Varanasi.
He bought good Governance in the City. It can be easily understood by the huge board which was presented by the students of Sun Beam College, Varanasi.

Establishment of Food Safety Norms and Generating Awareness Amongst the Masses
His tenure as Commissioner Food Safety and Drug administration UP, Lucknow was the final flicker before he laid down his arms. There also he activated the department and carried raids in Lucknow and all over UP and sealed several food and drug houses and blood bank which were supplying unhealthy food and spurious medicines to the people. He got tremendous support from the media and his activity enlightened the masses who could now understand the food safety norms and evil practices prevailing in medicines. The tireless efforts he made to activate the department ultimately came to limelight in the "MAGGI" episode.

After retirement he settled at Allahabad and took lead in the student unrest against the alleged corruption prevailing in the Uttar Pradesh Public Service Commission Allahabad. The Chairman of the Uttar Pradesh Public Service Commission Allahabad had to relinquish his office on the basis of the judgment of the Allahabad High Court on the basis of a PIL filed in the court.

The Team Members of Allahabad Football Academy of which the Managing Trusttee was one of the founders was invited by the Hon’ble President Dr. A.P.J Abdul Kalam at the Rashtrapati Bhawan New Delhi, in the year 2001.
